How public accounts committees work

Last checked: 19 October 2026 · How audits work

A public accounts committee is a parliamentary committee that examines how public money was used. Its mandate depends on the legislature. The UK committee examines accounts and value for money, usually starting from National Audit Office reports 1. It can take evidence from accounting officers and publish findings. Government departments respond through Treasury Minutes 1. A committee report is parliamentary scrutiny, not a court ruling or a substitute for an audit office's follow-up work.

Where the committee enters the process

The audit office reports under its mandate. A public accounts committee can then select a report or spending issue for examination. The UK committee usually bases inquiries on National Audit Office value-for-money reports and investigations 1.

The division of work varies. Some legislatures have one central committee. Others divide work by chamber, level of government or subject 2.

Evidence sessions

Committees can request documents and take written or oral evidence under parliamentary rules. In the UK model, accounting officers answer for administration and delivery. Private suppliers may be examined when public-service delivery places their work within the inquiry 1.

Statements in a hearing are evidence to the committee. They should be attributed to the witness and date, not presented as findings of fact without the committee's later report or another supporting source.

Reports and recommendations

The committee publishes a report setting out conclusions and recommendations. Select committee outcomes are public, and many require a government response 2.

A recommendation can seek a timetable, recovery action, a control change or a further report. The exact force of the recommendation depends on the legislature and applicable law.

Government responses

UK departments respond to Public Accounts Committee reports through Treasury Minutes. The response records whether the government accepts each recommendation and may give a target date 1.

Acceptance is not proof of completion. Later minutes, audit-office trackers, follow-up audits and committee hearings may provide the implementation record.

Limits

The UK committee examines public spending rather than the merits of policy. It does not resolve individual cases or accusations of criminal activity 1. Other legislatures may define the boundary differently.

Reading a committee record

Separate the audit report, hearing transcript, committee report and government response. Record the date and status of each recommendation. If a later implementation record is absent, say that no public record was found by the check date.

Common questions

Can a public accounts committee overturn an audit?

Its powers depend on the legislature. A committee report is a separate parliamentary record and should be presented as such.

Who answers questions?

The UK committee usually hears accounting officers and can examine public bodies or private companies delivering public services 1.

Is a committee finding a court ruling?

No. Parliamentary scrutiny and court proceedings are different processes 1.
