What the audit found
The Court of Accounts prepared the report for Parliament under a May 2023 law. It examined the organisation, cost and legacy of the Olympic and Paralympic Games, using work by the Court and regional audit chambers 1,3.
At 30 June 2025, the Court estimated public organisation spending at €3.0192 billion and public infrastructure spending at €3.6314 billion 1. The organisation estimate included €1.4403 billion for security and €569.9 million for transport 1.
The infrastructure estimate included €1.3202 billion for sports facilities, €857.6 million for urban works, €608.9 million for transport and €330.9 million for bathing-related works 1.
The report said spending data still needed firmer planning and monitoring. It distinguished expenditure required to stage the Games from infrastructure with longer use, and it noted that some final costs were not yet known 1.
The official response
The Court published responses from ministries, public bodies and Paris 2024 with its June and September work 1,2. The responses addressed the attribution, timing and stated purpose of expenditure.
Paris 2024 disputed the treatment of some transport spending, including €270 million described as acceleration costs for Metro line 14 and EOLE works 2. The Court retained its own accounting method and explained the categories used 1.
Parliament
The National Assembly's finance and cultural-affairs committees held a joint hearing with the Court's first president on 8 October 2025 3. The hearing covered organisation, security, transport, infrastructure costs and the intended legacy.
The hearing record states that the September report answered the reporting requirement in the May 2023 law. It identified further work on the organising committee and on the longer-term legacy 3.
Follow-up audits and recommendations
The September report brought together a June 2025 spending note and thematic work on transport, security and Solideo. Regional audit chambers were still examining spending by major local authorities 1.
At the October hearing, the Court described two later reports still planned, one on the organising committee and another on legacy 3. The September estimates should be read as a dated public-spending assessment, not as the last possible total.
Courts, tribunals and investigations
No court judgment deciding the Court of Accounts' spending estimates was identified in the official sources reviewed. The cited record consists of public audit, written responses and parliamentary scrutiny 1,23.
The audit does not state that a named official, organiser or supplier committed a crime. Disagreement over cost classification is recorded as an audit and accounting issue 1,2.
Where it stands now
The September 2025 report supplies a consolidated audit baseline, but later regional and national work was still expected 1,3. The final public cost may change as accounts close and later-use spending is separated from Games-specific expenditure.
A government answer published on 9 September 2025 put the Paris 2024 organising committee budget at €4.48 billion and public contributions at €204.1 million, mainly linked to the Paralympic Games 4. That budget is distinct from the Court's wider public-spending totals.
