What the audit found

The Ministry of Defence has a £5.522 billion firm-priced contract for 589 vehicles. At December 2021 it had paid £3.167 billion, received 26 vehicles and missed a revised June 2021 service date 1.

The NAO found that the department and contractor had not fully understood the programme's scale and complexity. It reported missed milestones, programme-management failures and unresolved contractual, safety and technical issues 1.

The report concluded that the department had not demonstrated value for money on spending to that date. It did not conclude that the contract had ended or that the vehicles could never enter service 1.

The official response

The department told Parliament it remained committed to delivery and intended to hold General Dynamics to the firm-priced contract. It described testing, proposed modifications and a recovery route through existing commercial terms 2.

The Army's later equipment page records training on early vehicles and reliability-growth trials. It describes the programme as being in demonstration and manufacture phases 3.

Parliament

The Public Accounts Committee published its report on 3 June 2022. It called for contingency options, application of the lessons review, changes to safety processes, decisions on noise and vibration, revised commercial arrangements and a schedule for service milestones 2.

The committee recorded that no deployable vehicle had reached the Army by its inquiry date and that the department remained in contractual dispute with General Dynamics 2.

Follow-up audits and recommendations

The committee asked the department to report back on safety, technical solutions, commercial terms, alternatives and a revised critical path 2.

The Army page provides a later operational update, but it is not an NAO recommendation tracker and does not close each NAO or committee issue 3. No later NAO report closing the 2022 findings was identified in the reviewed sources.

Courts, tribunals and investigations

The 2022 sources described a contractual dispute and a formal dispute-resolution process. They did not report a court judgment on the contract or the audit findings 1,2.

The committee recorded the Ministry's internal safety and lessons reviews. Those reviews and parliamentary scrutiny are distinct from a criminal investigation 2.

Where it stands now

The Army page says Ajax remained in demonstration and manufacture phases, with training on early vehicles and reliability trials. It lists the planned family of 589 vehicles across six variants 3.

The reviewed sources do not provide one later official document closing all 2022 recommendations or confirming full operating capability. The page status is follow-up pending.
